Yeah before Tamaki was trying to form the club, Hikaru & Kaoru were antisocial, they had no one else to be close with but themselves.

Tamaki may be always fawny, tantrumy, and obnoxious, but from the start, he's already proven why he's hailed as the 'Host Club King'. The very purpose of a host is being considerate, understanding, and must have an open view to everything. Tamaki is the very personification of this, he's always optimistic and effortlessly kind. That's the ultimate reason. This is one of the scenes that really makes me support his delusion of being the Otō-sama of the club and Kyoya as the Okasan, haha! Kaoru and Hikaru are both complex characters unlike typical twins, and that's what makes them more relatable, more human. All of them meeting each other really is fate, indeed.
