7:01 Everyone always makes fun of Levi's height for being short but if we look into his childhood he had a terrible life as we can see here, so it's obvious he couldn't get enough food and nutrition to be able to have full growth like others. Also if Muse Asia will post the OVA's there's one dedicated for Levi called Kuinaku Sentaku where we'll see what his childhood was like and how he grew up. Another thing that people aren't asking much is how he met Erwin and joined the Survey Corps, it'll all be explained in that OVA. One of Levi's most epic fight occurs in the OVA. Also since he used to live in such poor conditions he hates being dirty and wants everything to be sequaky clean.
Even if kenny had injected it would have been a waste he was never destined to hold that power
