As opposed to how we see Rod Reiss when taking decision to save his daughter Historia and making rationale decisions, he was a coward and hypocrite. He forced his children to inherit power and wanted to control the wielder. Rod Reiss in general didn't want to inherit the power firstly being aware of the 13 year lifespan limit. Secondly he knew the First kings vow would bind him in following his ideology.
Another thing you might notice about his titan being so tall yet crawling is Historia throwing him on the ground broke his back.
