you can see the difference between the ways people from Wall Sina and Rose dress that the one's in interior are more affluent= more protected from danger. it's a very good representation of the real world as well. Interiors are like Europe, exteriors the global south. The interiors always safe and thinking of exteriors as a burden while being protected in real time. The real heros here are the corps.
the military cannot change the world because it is dependent on others for food and supplies. they could do it and make the world a better place, but eventually those who hate the military control would revolt and the executions would cause more uproars… so the military people stick to solving real issues, like killing Titans.
